02Description
Simple Summary
This proposal activates GHO steward V2 for the Aave DAO, allowing better management of the GHO stablecoin by Risk, Growth & Finance Aave DAO service providers
Motivation
This publication proposes to creating the GHO Stewards and granting the GHO Stewards permission to adjust the following parameters:
- GHO Borrow Cap
- GHO Borrow Rate
- GSM Exposure Cap
- GSM Bucket Capacity
- GSM Fee Strategy
GHO Stewards consists of members from Growth (ACI), Risk (ChaosLabs) and Finance (TokenLogic + Karpatkey) Service Providers and utilize a 3 of 4 multi-sig.
Specification
The proposal gives the following admin roles:
- Grant GHO Steward the Pool Admin role via the ACL_MANAGER contract.
- Grant GHO Steward the Bucket Manager role on the GHO token.
- Grant GHO Steward the Configurator role on GSM_USDC and GSM_USDT.
- Whitelists all the facilitators on the GHO Stewards, including: GHO_AToken, GHO_FlashMinter, GSM_USDC, GSM_USDT - so that the steward has the permissions to update the bucket capacity.
The GHO Stewards parameters are set as follow:
- GHO Aave Bucket Capacity: 100% increase
- GHO Borrow Rate: 5% change
- GSM Exposure Cap: 100% increase
- GSM Bucket Capacity: 100% increase
- GHO Borrow Cap: 100% increase
- GSM Fee Strategy: +0.5%

03Mismatch analysis
The proposal's calldata consists of a single action: a call to execute() on an external payload contract (0x4873...c8c66) with no further decoded arguments. This is the standard Aave governance pattern where the actual granular logic (role grants, facilitator whitelisting, parameter configuration) is implemented inside the payload contract's execute() function via delegatecall, which is not expanded in the decoded action list provided. Because the decoded calldata gives no visibility into the specific role grants, whitelisting, or parameter values described in the prose, it is not possible to directly verify or contradict the specific claims (Pool Admin role grant, Bucket Manager role, Configurator role, facilitator whitelisting, and the six parameter bound percentages). There is no evidence in the available data of a mismatch, but there is also no way to confirm the details align exactly with the on-chain logic. Given this, I am not flagging any discrepancies since none can be substantiated from the provided calldata, but confidence is necessarily low because the single opaque execute() call prevents a genuine line-by-line comparison between the description's specific claims and the actual on-chain effects., and no red flags (e.g., mismatched targets, suspicious recipients) are visible from what is decoded. This is a common false-negative risk case for this proposal pattern.
