02Description
Community Multisig Custody for the EPCF
Summary
This is a follow-up to Proposal 613, which was cancelled by the Proposal Guardian on 7 October 2026. Proposal 613 would have closed the EPCF. Penn Blockchain and other delegates objected that this removes the fund's rapid-response role. This version accepts that objection and adopts the approach Blockful suggested when the EPCF was created:
Put the Proposal Guardian members in charge instead of the Foundation alone.
The EPCF stays open. Only custody changes.
It keeps the purposes, size and 48-month term set by Proposal 535.
The fund
- Holdings (19 Oct 2026): 500,000 USDC + 4,560,159 USDC supplied to cUSDCv3
- Current custody: 2-of-3 Safe, two signers are Foundation nominees
- Proposed custody: Community Multisig, 5-of-9
What a FOR vote means
This is a signal proposal with no executable actions. A FOR vote directs that:
- The current EPCF signers transfer all EPCF assets to the Community Multisig (
0xbbf3f1421D886E9b2c5D716B5192aC998af2012c) within 14 days of the vote closing. - The Community Multisig holds and may deploy the EPCF under the terms of Proposal 535, with a 5-of-9 signature.
