01Summary

AISummary by Kvorumclaude-haiku-4-5

Proposal to set the reserve factor for cUSDT to 20% to increase protection for lenders and reduce incentive manipulation by COMP token harvesters, building on a concurrent proposal to raise it to 10%.

Type
parameter change

Key changes

  • Set USDT reserve factor to 20% (0.2 in decimal form, from current 0%)(high)
  • This increases the portion of borrower interest routed to the reserve pool to protect lenders against default and liquidation malfunction(high)
  • Intended to reduce COMP token harvesting incentives and market manipulation on USDT(medium)

Notable concerns

  • Proposers acknowledge 20% may be unsustainably high long-term but view it as a rapid solution to current incentive gaming
  • Proposal depends on outcome of concurrent Proposal 8 which proposes 10% reserve factor
  • Higher reserve factor reduces earned interest for lenders, creating a tradeoff between protection and returns

Set reserve factor for cUSDT to 20.0%

In a recent proposal, blck proposes raising the Reserve Factor on USDT from 0% to 10%. We support blck's proposal because we agree that the Reserve Factor needs to increase. But we do not think Proposal 8 goes far enough. We propose raising the Reserve Factor to 20% (from either 0% if blck's proposal fails, or 10% if it succeeds).

Background on Reserve Factor

The Reserve Factor in Compound is the parameter that controls how much of the interest for a given asset is routed to that asset's Reserve Pool. The Reserve Pool protects lenders against borrower default and liquidation malfunction. For example, a 5% Reserve Factor means that 5% of the interest that borrowers pay for that asset would be routed to the Reserve Pool instead of to lenders.

Thus, as a market grows, it is important that the Reserve Pool grow commensurately in order to adequately protect lenders.

Why 10% is too low for USDT's Reserve Factor

We believe there are two reasons for raising the Reserve Factor to 20% (vs. 10%).

As has been discussed at length in the Compound Discord's #governance channel, the USDT market is being manipulated by COMP token harvesters, taking advantage of the interest rate model of USDT to generate COMP for themselves. A 20% Reserve Factor will remove 20% of the incentive, reducing the "earned interest" for lenders and thus their incentive to game the system.

In the long-run, it's likely that 20% is too high to be sustainable. But we believe that it will rapidly address the incentive gaming currently taking place, and if 20% does end up being too draconian, we will address that by reducing the Reserve Factor in the future.

03Mismatch analysis

AIMismatch analysis by Kvorumclaude-sonnet-5
Consistent

The proposal describes a single action: raising cUSDT's Reserve Factor to 20%. The decoded calldata contains exactly one action calling _setReserveFactor(uint256) on what is presumably the cUSDT cToken contract, passing 200000000000000000, which equals 2e17 = 20% in Compound's standard 18-decimal fixed-point representation. This numeric value matches the prose's stated 20% exactly after unit conversion. There is only one action in the calldata, matching the single claimed action in the description, with no extra or omitted actions, and no target mismatch evident (address is consistent with a single cToken market contract as expected for this type of proposal). No discrepancies were found between the prose and the calldata.
